Funding for the electric car: Whoever buys an electric car, a plug-in hybrid or a hydrogen vehicle in Germany in 2019 can collect up to 4,000 euros. Utopia tells you what you need to know.
With the electric car premium (officially: environmental bonus to promote electromobility), the Federal Government wanted to increase the number of electric cars in Germany to half a million by the end of June 2019. That will fail. The bonus pot, which was filled with premiums for 300,000 vehicles three years ago, has by no means emptied itself: by January 31, 2019, no 100,000 applications had been received by the responsible Federal Office of Economics and Export Control (Bafa). There is still a lot of money to be fetched – also because politics overslept the (climate) change.
[Update] Benefits for e-company cars and electric delivery vehicles
[31st July 2019] Good news for electric fans: The government has stated that electric vehicles and other less environmentally harmful means of transportation will be better taxed in the future.
This is planned:
- E-official car may only be taxed at 0.5 percent of the list price (as a monetary benefit) by 2030 – double the tax burden is normal. An electric Smart Fortwo as a company car, for example, would only have to be taxed at around 100 euros.
- Shouldn’t affect many, but still makes sense: The electricity that drivers use to charge their electric cars at their employers will not have to be taxed by 2030.
- Even better: A special depreciation of 50 percent in the year of purchase for small and medium-sized electric delivery vehicles – also until 2030.
Bonus will be extended until 2020, then increased
[28th May 2019] The Federal Ministry of Transport has now confirmed that the electric car premium is not only extended, but also clearly increased shall be.
The concrete plans: The environmental bonus, which will officially expire at the end of June 2019, should initially at the previous level will be extended by one year until the end of June 2020.
From July 2020 then the state share in the electric car premium for pure electric cars increase from 2,000 to 4,000 euros – but only for electric cars with a list price of up to 30,000 euros. For Stromer between 30,000 and 60,000 euros, the share should only increase to 2,500 euros.
Government support for light commercial vehicles and electric taxis could be even higher, with up to 8,000 euros in the room. Finance Minister Scholz also wants to extend the tax incentives that apply to the purchase of electric company cars.
It is currently still unclear:
- Will the auto industry also increase its share of the environmental bonus from July 2020? So far, the carmaker had doubled the state subsidy of 2,000 euros (for pure e-cars) and 1,500 euros (for plug-in hybrids). Or at least pretended to just priced in the bonus …
- Will there be an environmental bonus for plug-in hybrids after July 2020 (previously 1,500 euros)? If yes, in what amount?

The most popular electric cars of the Germans
When you look at the applications that were received by the office between 2016 and 2019, the following electric vehicles were particularly popular in Germany:

Most registrations came from North Rhine-Westphalia (24,000), Bavaria (17,400) and Baden-Württemberg (15,500). Measured by the individual car brands, the greatest benefit from the purchase premium was:
- BMW (15,600 applications)
- Volkswagen (13,200 applications)
- Renault (11,200 applications)
- Smart / Daimler (11,000 applications)
- Audi (6,200 applications)
Applicants were more often companies (53,000 applications) than private individuals (42,500 applications), as well as some municipal companies (700 applications), associations and foundations.

Funding for pure electric cars: 4,000 euros
Funding is fundamentally only possible for vehicles where the Basic model a list price of a maximum of 60,000 euros net Has. Those who are more expensive don’t deserve an environmental bonus.
For purely battery-electric cars without an additional internal combustion engine, an e-premium of 4,000 euros, half of which is borne by the office and half by the manufacturer.
Overall, are currently over 130 models eligible for this electric car premium, including cars from BMW, Citroen, Ford, Hyundai, Kia, Mercedes, Nissan, Opel, Peugeot, Renault, Smart, Tesla and VW. A typical example of such funding is Volkswagen e-Golf. The electric car costs at least 35,900 euros; deducting the environmental bonus leaves at least 31,900 euros that the customer has to bear.

Environmental bonus for hybrid vehicles too? yes and no!
The question arises whether there is also an electric car premium for hybrid vehicles, i.e. for those cars that are equipped with both a battery and an internal combustion engine? The answer is: Yes and no.
Rewards are only available for cars with a plug! Only plug-in hybrids receive the environmental bonus. The funding amount is 3,000 euros, Office and manufacturer again pay half each.
For the Plug-in promotion something is coming over 50 models in question, including the Audi A3 and half Stromer from BMW, Ford, Hyundai, Kia, Mercedes, Mitsubishi, Toyota, VW and Volvo. The entire funding list can be found .
An example of an eligible vehicle in this class is the Toyota Prius plug-in, a hybrid electric car with a solar roof. If you include the hybrid premium of 3,000 euros, it still costs at least 34,500 euros.

The environmental benefit of plug-in hybrids is controversial because they use more energy in electric mode than pure electricity and in combustion mode more than hybrids without a plug. In addition, the double technique is complicated and difficult.
Classic and particularly economical hybrid cars without a charging plug – the best known are models from Toyota, such as the Toyota Yaris Hybrid – unfortunately go away empty-handed.
Environmental bonus for fuel cell vehiclese
By the way: buyers of Cars with fuel cells (which are fueled with hydrogen) can also benefit from an environmental bonus of 4,000 euros.
However, there are currently only two models that the Federal Office is considering: the Hyundai ix35 Fuel Cell as well as the model Nexo from the same manufacturer.

Tesla: Model 3 can still be funded

Quads & Bikes: Unfortunately no electric car premium
Of the Renault Twizy is not a car for the legislator, but a mix of motor scooter and electric car – therefore no environmental bonus. Formally, the Twizy is a quad with pedals and steering wheel, which can be found almost identically in a car. The same applies to that TWIKE.
The fact that small vehicles like this are exempt from the electric car premium is, of course, nonsense by law: Because it would be much wiser if more people switched to lighter vehicles instead of investing again in heavy vehicles – this time an electric vehicle instead of one Have internal combustion engine.
Used cars: They also go empty-handed
There is an electric car premium only for new cars, Used vehicles are not included in the funding. This is also unfortunate: if the Federal Government had seriously pursued its goal of getting more e-cars on the road, it would be helpful to pay a (more moderate) premium even for used cars.
Who pays the electric car subsidy?
As mentioned, the state (represented by Bafa) and the manufacturers each share the funding pain in half. As follows:
- The car dealer grants for one pure Stromer 2,000 euros and for one Plug-in hybrid 1,500 euros discount. This is the first half of the electric car premium.
- The second half of the funding must be applied for from the Federal Office of Economics and Export Control (Bafa). The easiest way is through the . Criticism of the electric car premium
There is much criticism of this subsidy for electric cars. The Greens, for example, complain that the Funding from the general tax pot done and not by a higher load on conventional cars with high fuel consumption.
Others saw a case of, given grants for Tesla’s or expensive BMW models rich promotion in the premium. It would have been nice too, small vehicles like the Twizy and used cars to be included in the funding: They also help to drive the turnaround in transport.

Funding for the electric car: now to a car dealer?
Yes and no. Anyone who has never been behind the wheel of an electric car should definitely try it out first. You can do this at a car dealer, at friends or at a car sharing company. This gives you a first impression of whether you can get used to the slightly different driving experience.
Important: Anyone flirting with an electric car still needs your own parking space. The public charging infrastructure is continuously improving, but unfortunately there is (still) no way around an easily accessible access to a socket or wallbox.
